After a downgrade only the most recently used profiles/proxies can launch
You might be here because: “Only the N most recently used can launch” · “some of my profiles won’t launch since I changed plan” · “Your plan keeps N saved profiles, and this account holds more” · “only your most recently used one can launch” · “my old proxies stopped working after downgrade” · “why can I launch this profile but not that one” · “over_plan_limit” · “A usage limit was reached. Wait a moment or review your plan, then try again”
Short answer
If your account holds more saved profiles (or proxies) than your current plan includes, nothing is deleted, but only the most recently used ones — up to the plan’s number — can launch. On the Trial, which keeps one saved profile, that is your most recently used profile. The rule holds however you launch: the desktop app, POST /v1/agent-sessions, POST /v1/sessions with a profile_id, and POST /v1/profiles/:id/launch. Delete the ones you do not need until you are within the number, or move to a larger plan.
Check first
- Count your profiles and your saved proxies against your plan. Profiles in the Trash do not count. Saved profiles: Trial 1, Starter 25, Pro 100, Team 300, Scale 1,000. Saved proxies: Trial 5, Starter 25, Pro 100, Team 300, Scale 1,000.
- Launching a profile updates its “last used”, so the set that can launch changes as you use them.
- This sentence covers four limits. What were you doing? Launching a profile → sessions at once (Concurrent session limit reached (429 concurrency-limit)) or, after a plan change, After a downgrade only the most recently used profiles/proxies can launch; creating or duplicating a profile → Cannot create a profile: plan’s saved-profile limit reached; sending a message to the AI → ‘3 AI tasks are already running’ (AI task limit).
Likely causes and fixes
-
Profile outside the most-recent set. This is why you can launch this profile but not that one: a profile in the set launches, and for any other profile the launch is refused with HTTP 429
tier-limit(codeover_plan_limit) and “Your plan keeps N saved profiles, and this account holds M. Nothing has been deleted — your other profiles are still here, but only the N most recently used can launch. Launch one of those instead, or move to a plan with more profiles; deleting profiles until the total is within your plan works too.” On the Trial it reads “Your plan keeps 1 saved profile, and this account holds M. Nothing has been deleted — your other profiles are still here, but only your most recently used one can launch. …”. The desktop app shows the generic “A usage limit was reached…” line. Fix: delete profiles until the total is at or under the plan’s number, then launch. A deleted profile stops counting at once; you do not need to purge it from the Trash. While the account is over its plan’s number, a profile in the Trash cannot be restored: a restore needs a free slot. -
Proxy outside the most-recent set. Same rule for saved proxies: “Only the N most recently used can launch; delete some proxies or upgrade to launch through this one.”. Fix: delete unused proxies, or edit the profile to use a proxy that is within the set.

Enterprise / custom allowances. Accounts with a negotiated number are not subject to this rule.
If it still fails
Press Talk to a person in this chat (or open Help) and include: your plan, how many profiles and proxies you hold, and which profile you tried to launch. To move to Starter, Pro or Team, open the dashboard → Billing → Choose a plan (self-serve). Scale and Enterprise, refunds, disputed charges and “I paid but the plan is not active” are handled by a person.
